COMMERCIAL ITEM DESCRIPTION
MENTHOL LOTION
The General Services Administration has authorized the use of this commercial item description.
This commercial item description covers skin care lotion for hospitals and general use.
Salient characteristics:
The menthol lotion shall be a stable, homogeneous emulsion, free of any objectionable odor or sediments and non-greasy. It shall not cause any irritation to human skin nor stain bed clothes or linen. To prevent the overgrowth of harmful micro-organisms it shall be adequately preserved.
Percent menthol. The percent of menthol shall be 0.10 – 0.22 percent by weight using the Cosmetic, Toiletry and Fragrance Association (CTFA) Method H6-1. The issue CFTA Method H6-1 in effect on the date of solicitation shall be used to determine compliance with this requirement.
Viscosity. The viscosity shall be in a range of 8,000 to 16,000 centipoise, at 72oF (22oC) using the Brookfield Viscometer, Model LVT, spindle number 3, at 6 RPM.
pH. The pH range shall be 7.0 to 8.0 at 25oC.
Law and Regulations. The menthol lotion shall conform to 21 CFR Parts 1, 70-82, and 700 through 740, Regulations for the enforcement of the Federal Food, Drug, and Ceramic Act and the Fair Packaging and Labeling Act.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this commercial item description and that the product conforms to the producer’s own drawing, specifications, standards, and quality assurance practices and is the same product offered for sale in the commercial market. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Recovered Materials. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. The menthol lotion shall be packaged in accordance with normal commercial practice and packed in fiberboard boxes that will assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Shipping containers shall be marked as specified in the contract or order.
Note: Acceptable brand name product but not limited to: Colgate, Palmolive, Dermassage.
